The problem of the natural risks in general and the floods in particular is a topical subject which marks a memorable action in the world and specifically in Algeria, in particular taking into consideration last great catastrophic risings. As a result, the management of this risk becomes more and more a need which must include all the actors and all the means available possible. In this work, we tried to explain the concept of flood risk and the difference between hazard and vulnerability, to present the Algerian and world policy for the management of floods, as well as to expose the cartography as one of the very effective means in the framework of an efficient management without forgetting the role of the geographical information systems (SIG). In order to create the flood map of Oued Djemaa which is located at the level of the town of Isser wilaya of Boumerdes.en_US
